is there anyway to get harrirs and egales etc to do air to air, and behave more like aircraft in genrels?

Its possible, Buggy, but possible.
I believe you give the aircraft a secondary weapon that no target towards ground units, but has Anti-Air only

True Aircraft can't do Air-to-Air combat.
However, I believe it's possible with jumpjet vehicles.

yea, disks and rockies fight each other, but not eags and harriers.
Can anyone tell me how to float harriers on t0p of a building??

I don't know about RA2, but in Red Alert 95, it was possible to get an airplane or helicopter when it's above the ground. Target the aircraft when it's on the ground, your airplane (MiG in Red Alert) will fly towards the target, now even if the target raises above the ground it will still be hit. :)

It worked in Red Alert (which is not called "Red Alert 95"), but I think in RA2 if you have a Harrier target another one, and the target takes off, the attacking mission is cancelled.
