Arcade Alteration: Neg Repped People Can Play Games

Due to the Admin Control Panel field not accepting negative numbers, I've not been able to allow members who's reputation is negative (i.e. red gems) to play any games in the Arcade. Well, today I gave up trying to work around it so I physically adjusted the amounts in the database itself to work around this dumb limitation.

As a result, negative repped people can now play games in the Arcade. Well, actually I've just set the limit to -1000 as no one is even near that amount of negativity yet. I'll just decrease it more if people start hitting it. :p
