Never really cared before about the FPS in a game. Now that I spent more on a vidoe card that I ever had before, I wanna know.
How do I find out what my FPS are while uning the game?

in renegade you could typ: fps (in the command)

It will have a very tiny affect on game performance if you are only using its display fps ability.

maybe he is using the video recording capability constantly...
I use the program always, and with every game, in order to check if my online lag comes from the i-net connection, or because there are only 20 frames rendered per second

FRAPs will cause some additional lag, for example on my old computer ran Generals by itself without lag, but with FRAPs there was noticable (although slight) lag. CNC3 is capped at 30 FPS though, so if your computer is good enough it won't drop below that, even with FRAPs.
