I've tried making cities but they always look like... well they just look horrible. I use roads, and place buildings next to them. I curve the roads around buildings, put cars, dumpsters, and all that stuff.. but they end up looking crappy anyways. Nothing near as good as say the cities in smalltownUSA.
I need tips on making urban environments. Oh and how did they manage to get shiny roads and signs like in the washington DC missions on campaign? That really added to the environment.
Take a screenshot of an urban map, and try use that to influence you, not copy it, just influence you...

no try to copy it first, then remove, move and add some till you get the hang of it, then try to make one yourself
keep it @ default camera stance in worldbuilder (middle mouse wheel button), then put the large buildings behind and the small ones in front
don't put anything behind a building you can't see in normal view, since almost no one will ever rotate the camera. and if they do, it is just temporary
capicé?

I believe lots of buildings alongside each other with the occasional back alley/side road with double roads going through the center would be essential to the feel.

there are many ways to interpret a city, one of 'm is creating a church in the center, with roads leading away from the corners and creating a city eround it. Something like that huge crater in that official map is a bit more dificult I think. :)
I did the roads first and then i setup start locations and tib fields and built out the city its not perfect right now but i will get the hang of it more the more i work on maps. :) but think of it like this, areas usuall have land marks wich can be anything like a big mountain or a couple of hills or a river can also be special land mark or maybe a special building in the center or on the side somewhere.
just experiment and see what works out.
