Hit ctl+I and look at the blue line. If it is too far in, that would be your problem. You need to then expand the map unitl the boarder is big enough.

First make sure "Show Impassible Areas" (ctrl+I) & "Show Map Bounaries" is checked in the view menu. You'll see all the impassible areas on the map as well as blue mabey black line going around your map (Border). It should be about 75 feet away from the maps edge. You can resize this in the file menu.(I'd reccamend you should practice this option on another map before trying it on yours, if you don't have any experence with it. But you want the border size about 75 feet.) Back to your map, zoom out aways & you'll see an orange line about the map. Refer to this quote from the official C&C World Builder guide located at http://generalsmaps.net/worldbuilder.php
BORDER TOOL
The Border tool is used to define the perimeter of your map. Units and structures can operate only inside
the perimeter of the map.
Although the orange perimeter is always the default perimeter, you can create multiple perimeters, each of
which can be activated during the mission. Use multiple borders to open new areas of terrain as a reward
for the player accomplishing partial goals for the mission.
❍ To define the perimeter, select the Border Tool. In the map, click and drag any corner of the orange
perimeter to redefine the border.
✯ The lower-left corner of the perimeter is always fixed.
Move the top right corner of the orange border of the top right corner of the orange border. That's it!

Put your map folder in a .zip folder. To create a new one, go to the file menu & move your mouse over the "New" text. A list of black file will come up select a the zip folder. Name it as you wish & put drag your map folder over the zip folder. A copy of your map is it's original folder will then be compressed (the amout of space for the map will get compressed) in the folder. Then just upload the zip. If you can't figure it out just download this empty zip folder below & put you map into it.

The problem was you didn't have the orange border matched with the blue border. Reread my first post. Here's the map fixed. Always make sure you'll have those two border matched. The reason why you have to give the option of have multiple borders. You can change your current border using scripts. Go ahead & read the Official World Builder tut about it if your interested.
