A Problem With A Map INI File

What this INI file is should do is make a battle ship move & fire tech artillery at a resonable distance. The problem is, it'll only fire from one turrent & the turrent it does fire from, fires very slowly. Whatever I moddify in the INI file won't seem to change it. Can someone please tell me what to do?

Somethings, like weapon stats, can;t be edited by a map.ini =(
