I think you mean Quotation Marks when you use " ". Maybe it's different terminology over there, but whatever. Yes you're right they are used to quote some source, but you're kind of missing their other meaning. Now maybe I've been living in a dark hole for the past 6 or so years of my life, but I'm pretty sure adding " " around a word would be like doing the quotation mark sign with your hands. I don't think I'm explaining it well, but you use it either when you say something that has a second meaning to it, or you're a bit unsure of the meaning.
