So today I decided I would try to start modding for CNC3. I went ahead and read the readme and all it's links and extra documents and got a pretty good idea of how to set up the mod. There's one thing that has been keeping me from running that sample mod: I can't figure out how to install ANTLR. I read thier extremely vague instructions and it told me to "untar" the antlr-2.7.7.tar folder.
Does anyone know any program that can "untar" files, or can provide another way to install ANTLR?

A .tar file is an archive just like .rar and .zip
They can be read using winrar (http://www.rarlab.com/download.htm). Even though it says its a trail version it is in fact shareware meaning that after 40 days the trail period is over and a window will open ever time you open the program asking you to buy it. Simply click on the close button in this window and the program work like normal.
Hope this helps.:)
(Because I don't the system resources on my laptop to run Worldbuilder, I haven't download it or Mod SDK so I can only provide limited help)

I knew that a .tar file was a compressed archive file. I was asking because WinZip couldn't open it and i doidn't have anything else to use.

heres what i suggest open winzip and find a options page where you can change the file associations (check options)
if .tar is not listed then i would suggest downloading 7 zip its like winzip but better
if it is listed then tick it with the mouse
in the past when downloading .tar files i have had error messages saying there is nothing in the file or cant open im not a fan of downloading .tar files
