Use the world builder. To open it just click on the start menu, All Programs, EA Games, Command & ConquerTM Generals Zero Hour, & finally Command and ConquerTM Generals Zero Hour Worldbuilder.exe

Just experiment around with it for while, then read/skim or watch these tuts:

I reccamend you watch Thomasalan's video tuts at cncmaps.com first. Then if you want to try something else that might not've been in it, go through EA's tut at the 3rd link above. You can also use cncden's tut.

The first & third tut were meant for just Generals, not Zero Hour. But there very similar & you should learn a lot from them. ;)
