Is there anyway to change an BIG or INI file to have Generals/ZeroHour into a window.

Nope. All you have to do is open up the properties of the shortcut you're using & add -win to the end of the Target: text field. So in the end, it should look like this:

"C:\Program Files\EA Games\Command & Conquer Generals Zero Hour\generals.exe" -win
