XCC Mixer
XCC Mod Creator

They should be fine just search XCC In google to find them ;) Get utilities to get the whole bunch of useful applications for modding.

Open XCC Mixer once installed and Navigate to Ra2 Directory and then
ra2mdmix > localmd.mix Fine the RulesMd.ini & the rest right click extract the Rulesmd to desktop or something open in notepad and thats all the units stats buildings and such ;) Hope this gives a little insight.
