You can do all of that very easily.

this is what i want:
all factions have same units and buildings
throw some units out all together
change the player colors to more military like brown, olive, gray
make a yak that drops fire and a yak that does more strafing runs
make a tank that shoots fire
give apc's more armor and give them the gun from the pill boxes
no choppers cept the chinook and no migs
change unit cost, amor, fire rate, speed, ect.
stuff like that
if anyone who is experienced in modding is interested in getting together with me to make a non sci fi mod my aim sn is thedoorsfishy

You can do all of that except ADD units. You can only replace them.

will the rules.ini will it work for the first decade edition?

Yes, it will. There is absolutely no difference between the The First Decade version of RA and the original with Counterstrike and Aftermath added(Aftermath somehow enables it to work on XP).

Did you change anything in the rules.ini file? And, slightly more importantly, is the extension of the rules file .ini?

Be careful with that though, it can really screw with the game.

Only if you replace an infantry with a tank, or vice-versa. This is really hard to screw up.

can you add units from other games like tiberian dawn and sun?

Units from Tiberian Dawn can be added, but the graphics have to be re-paletted if they haven't already been. Units from Tiberian Sun cannot be added.

Well, you could add tiberian sun units if they were redrawn from scratch of course, but not directly, no.

(Aftermath somehow enables it to work on XP).
Actually, the official 1.08 patch already does that... but people usually start whining about it not working before even trying to patch it.

ok guys, heres the question im sure u all saw comming:
How hard is it to edit unit images?
do u have to edit an image for every angle?
do u have to color it in the 8 colors u can play as?
Tesla

1. It takes a while to make it look good.
2. Yes. For the turreted land units, there are 32 frames for the hull, and 32 frames for the turret. Most of the non-turreted land units just have 32 frames. For the sea units, there are only 8 frames. For the helicopters there are 32 frames (including a few more for the chinook), and the planes each have 16 frames.
3. No. You can use any of the colours. For the remapable parts of the unit, use the GDI-style colours.
