hey guys, is there a rules.ini file for generals? knowing my luck theres probably some way harder way to edit units and structures. if there is no rules files, can someone please explain to me (in depth this time) how i go about editing units and buildings? thanks guys

Sadly... No. Generals DOES NOT use the rules.ini file, instead expands it a bit more complicated. However, much easier to use...

All the data is spread across many different .ini files. To extract them you will need an editor called 'XCC Mixer'.
When you open it, go to the folder which you have Generals/ZH(From hereon G and ZH or G/ZH) installed to...
For G, go to its folder and look for "INI.big", double click to open.
For ZH, go to its folder and look for "INIZH.big", double click to open.

And here we have ALL the .ini files, and their "locations".
When you extract the file, make note of the file you're extracting. The one labeled "Data/Ini/Default" can be ignored, likewise "Data/Ini/MappedImages".

These files when edited must go into the specific sections.
In your G/ZH folder, go to Data, then INI (INI folder may not exist, if it doesn't, create it.) All ini files go here.
EXCEPT for ones labeled "Data/INI/Objects", these ones control units owned by the different countries, and MUST go in the Object folder (Again, you MAY have to create it yourself)

Now for a run down of the "important" .INI files.
Armor.ini ; Controls all the damage values. Editing this will make certain armor stronger to certain weapons.
CommandButton.ini ; This is required if you want to create new (Buildable) units.
CommandSet.ini ; This can be used to change what is built where. (For example, you could make the USA dozer built the China Command Center if you change the build numbers)
Locomotor.ini ; The different move speed for specific units.
Rank.ini ; This allows you to change the amount of points you get at every General level up (For example, if you change Rank 3 from 1 to 5, this means once you hit Rank 3, you will get 5 General Points.)
SpecialPower.ini ; Used to change the timers and such for all super weapons.
Upgrade.ini ; Upgrades are stored here, can used to change the timer and the costs.
Weapon.ini ; Stores ALL Weapon types here.
