From what I have been able to observe, the general consensus is that Tiberium mutation is a natural, if deadly, process. However, this video (http://www.youtube.com/watch?v=Q3QK3jxkcrg), this video (http://www.youtube.com/watch?v=n12FPXljzYE), and this video (http://www.youtube.com/watch?v=2wHPDHNi-5A) seem to indicate that the much talked about "Technology of Peace" is Tiberium, "Divination" is a term for controlled Tiberium mutation, and that the Forgotten are the result of Nod research into Divination.
In addition, there is the Genesis Pit in Firestorm to consider, which appears to indicate that CABAL had a hand in at least some of the Tiberium-based lifeforms encountered during the Second Tiberium War.
