If you face Kenji or Naomi (Empire) just attack them early with Air units. If you're playing Soviet, use Twinblades (make sure you escort 3 or 4 Twinblades with a MiG or two for those Burst Drones, Strikers and Mecha Tengu's).
I mostly only play Soviet, but my friend who I often play co-op with against AI in Skirmishes plays Allies and usually bombs the hell out of them with Vindicators.

After you made a bunch of Vindicators or Twinblades/MiGs, spend some money on naval units, Akula's or Dolphins/Hydrofoils to harass their sea structures.

I don't know against other types of generals yet.

Your right about Shinzo, he seems not to have a specific tactic. Although he tends to use the air sub thing a lot, as well as infiltrators.

I noticed Shinzo also comes and rush your collectors very early with Tengu's.
