Problem with AI not using prebuilt structures

Hello. I've been chasing around the internet for a solution for several hours and I've been trying to solve it through scripting but I can't seem to make the AI use the prebuilt structures to produce units or more structures.

I am currently making skirmish missions that can be played with friends. I want the AI to have bases and replace any destroyed buildings, and create small teams that regularly attack players and guard perimeters and stuff like that. The AI just refuses to build anything or use the prebuilt structures.

I have made a small mod that removes the constructionyard so players only get what they get in the map. However if I allow the AI it's original starting construction yard (not one prebuilt into the map) everything works fine (except it still doesn't use the prebuilt structures).

It's strange that no one else seems to have had this problem. Have I missed something in the documentation? I've doublechecked and I can't find anything. Maybe it's been in front of me all along.

Anyways, thanks for any help that you people can provide me.
